The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain set up to help reduce carbon emissions and tackle fuel poverty. 

If you receive certain qualifying benefits, you may well be able to receive upgrade measures FREE OF CHARGE!

LA Flex is an extension of ECO4 and allows Local Authorities to set their own criteria regarding eligibility for funding through ECO4.  This means that you might be able to receive funding on additional criteria such as low income, health, age etc, proving that residents are in fuel poverty and vulnerable to living in a cold home.

Local Authority Flexiblity (LA Flex) - Vulnerable to the Cold

• Aged over 65, and particularly those over 75
• Children under 5 and pregnant mothers
• Respiratory disease (COPD, asthma)
• Cardiovascular disease (e.g. ischaemic heart disease, cerebrovascular disease)
• Moderate to severe mental illness (e.g. schizophrenia, bipolar disorder)
• Substance misusers
• Dementia
• Neurobiological and related diseases (e.g. fibromyalgia, ME)
• Cancer
• Limited mobility
• Haemoglobinopathies (sickle cell disease, thalassaemia)
• Severe learning disabilities
• Auto-immune and immunodeficiency diseases (e.g. lupus, MS, diabetes, HIV)
• And any other illness that can be exacerbated by cold weather conditions.

Under the national ECO4 scheme by OFGEM, working with the energy companies, local councils and local installers, we help households cut their energy bills and improve energy efficiency. You could qualify FREE OF CHARGE for energy efficiency works if you receive a qualifying benefit or the Council declares you as eligible in accordance with their Statement of Intent.
